Are the fighter aircraft and bombers in TAOW will be able to carry cluster bombs?

Yup Cool , certain planes like the Tornado IDS or the F-15E will carry cluster bombs as their primary air to ground weapons.

In the case of other combat aircraft, cluster bombs may be usable/acquired through:

Probably yes, among other very possible candidates are the CBU-87 and CBU-97 (the CBU-97 at least will be used by certain other aircraft).

It's not known at this point (since cluster bombs are gonna be tremendously powerful we'll adjust the specific number by doing some "field evaluations" first) but it'll possibly carry a generous quantity (4 at least, not counting other secondary weapons such as other missiles/bombs).

the only disadvantage is that unexploded shells sometimes are fused by civilians => civilian casualties pale
but there is still hope :

The CBU-97 Sensor Fuzed Weapon is a quite interesting and advanced cluster bomb Cluster Bombs? 225471

In TAOW it'll be a top tier (highest class) weapon typically only available for Class 2 and 3 aircraft (typically available for air to ground-based aircraft).

The A-10C and the F-15E will both be able to use those bombs Cluster Bombs? 356497
