Is the BM-30 Smerch included in the mod?

Yup , however given the vehicle's bulky and heavy nature it won't be controlled directly (similarly to other heavy ground units like the S-300 anti-aircraft missile system), chances are the launch vehicles themselves will appear during missions (as objective-based units).

The BM-30 artillery support will be very useful to randomly saturate the large target areas (perfect against enemy concentrations).

Objective: Destroy BM-30
In Mission, the BM-30s are firing from distance, you will need to eradicate those BM-30 by using satchel charge or plant remote controlled bombs... but first you must destroy the S-400 for you to call an air support safely...
